This is just too bad!! Women Sweeping The Streets With Babies Strapped To Their Backs In Oyo State

The women are sweepers of the Oyo State Government. The second one (below) was carrying a baby suspected not to be more than 3 months. She had to cover the baby with a shawl. Is this meant to be hardwork or poverty in the land?more photos below;
